i stopped for 5 minutes in a loading bay, waiting for a car to leave a parking bay and have been issued a penalty charge notice even though the operator at the camera saw everything and still issued a ticket stating that i was parked in the loading bay, even though i never left the car or stopped the engine!!! in their reply letter stating that they would not be cancelling the ticket and could pay the £60 by the 14/10/07 even though they posted the letter on the 31/10/07!!!!!

I am not sure what your question, standing in a loading bay, fire route, or any other place where parking is prohibited is the same as parking. You stopped the car, and although you did not leave the vehicle you were still blocking access.

You need to pay the fine.
