is an example of what the neckline will look like. I am making it out of a t-shirt. so it will look trashy if i dont hem it, and it would fall apart

Do you have a 5/8" hem? Usually when you are trying to get it to look and lay correctly they give you more material to work with. Every so often you would put a cut into the material to make it spread where the material would then lay flat. If you have some scrap material try it and see if it work for you. I can see this in my mind and hope that I am telling this to you so you understand. I have made mens jackets and this was the suggestion given.

Cut another piece of fabric exactly the shape and size of the neckline, about 2 inches wide. Put the two fabrics wrong sides together and stitch along the outline of the neck, then flip the narrow piece to the inside. That gives you a finished seam at the neck and keeps it from stretching out of shape. If you're using straps, you have to put them between the two pieces of fabric before stitching.

I don't understand why it's hard to hem. I need a few more details. Are you "hemming" the neck line?

You can use bias tape to make a facing. Pin or just sew it to the outside, folding in the corners, then turn it in, press it and stitch it down. You could hand stitch it, but it would look better if you carefully pin the tape to the inside, then top stitch it.

The one in the picture is not hemmed. It has a wide binding.

You could make one or use a packaged binding.
