That appears to be a steam radiator.
In buildings a radiator is a heating device, which is warmed by steam from a boiler, or by hot water being pumped through it from a water heater (usually, if not quite accurately, referred to as a "boiler").
Such radiators transfer the majority of their heat by radiation and by convection.

It can not be steam radiator because they have one pipe in which hot steam comes up and condensate drips down the same pipe. When they collide that's the steam radiator banging sound everyone hates.
This is a two pipe radiator so it must be a hot water radiator. It is a very old style cast iron one because nowadays they use a pipe with fins on it that is in a metal enclosure.

this is a HOT WATER RADIATOR. there is not a steam trap visible. And by the way there are two pipe steam systems. They are not all one pipe. The picture also shows a normal key bleeder air vent on top left side if you look. Also a steam system would feed from the bottom and have the proper valve on in to control the steam. This one has a standard gate valve.

Absolutely NOT a steam radiator... there is no air vent and steam is single pipe. You have a hot water cast iron radiator... could be a gravity system (no pump) or forced circulation (pump). HTH

It's a radiant heating system. Cast iron boilers generate hot water or steam and circulate it through the pipes.

It is definitely a hot water radiator because steam has a trap and vent to keep it from exploding
