No one. The scene that appears to show this was actually filmed before the actors who played the munchkins first arrived at the set. Also, if you go throught the film frame by frame, you can see that what appears to be a swinging munchkin in one frame is clearly a bird in another frame.

It is not a hanging man at all. It is a large bird, probably a crane. The crew borrowed several large birds from the Los Angeles Zoo to make the forest set look more alive and natural. The crane stretches out its wings in the middle back of the set just as Dorothy, the Scarecrow, and the Lion start to skip down the YBR singing "We're Off to see the Wizard" after the "beehive" run-in with the Wicked Witch of the West.

There are lots of rumors and urban legends surrounding the movie. This one is the most wide-spread, probably followed next by the idea that the munchkins were "little drunks." That idea was spread after Judy Garland cracked the joke in an interview. A few of them might have had a little temper, but they weren't stumbling through the studio.

Sorry ......It's an Urban Legend. It's supposedly a bird flapping it's wings. Check out U tube though. There are about 3 different scenes where they say someone hangs them self in the movie. Interesting. You decide. I still think it's a munchkin. lol

The person hanging was real but the producers didn't want people to think it was a person so they made it look like it was bird. In the first movie if you zoom in, it obviously looks like a little person swinging by his neck. In the remake, they tried to make it look like a person so people weren't freaked out. The person was working above and just happened to fall and hang himself.
