The problem doesn't say that the lever is horizontal. I assume that it is. Call the support the fulcrum. CW torque = CCW torque. Assuming the support is on the left, the 1200N provides CW torque. F provides CCW torque.

CW torque = CCW torque
1200N*0.5 m = F*3.0 m

Solve for F.
