The screw is a bleeder valve, and it only works if the valve is installed properly. The bleeder is supposed to be on the fed side of the valve, but sometimes it is on the supply side. Such valves will have an arrow on them, showing the flow direction. It needs to be installed correctly. Also, the valve needs to be fully closed before being bled. If it is open, you'll not be able to drain it.
If the valve is closed, and still will not stop bleeding, it may be defective, or there might be a back-feed somewhere.

That is a STOP AND WASTE valve. The little screw is to drain the water on the side away from the feed after the valve has been shut. As Deidre pointed out if it was installed backwards or if the valve shutoff is leaking it will not work.
You might need to get an irrigation company to come in and blow out the water with compressed air and then get the plumbing fixed next spring. If the system is newly installed call the company that put it in and tell them there is a problem.

It might just take awhile for all the water to back flow out if sprinkler system. If water comes out of bleeder under high pressure instead of a mild flow the valve is installed backwards.

Did you turn off the water from the sprinkler system? Probably suposed to turn off the water, then drain the pipes.

you need to repair the shutoff valve. Sounds like it needs a new washer. Change the washer or replace the valve. Once that is repaired. Water will stop leaking through and out the bleeder. And yes doing what you are doing will help prevent frozen pipes.

the sprinkler system is supposed to have a shut off valve,but apparently either the plumbers or people who install this systems never do.

If the water isn't stopping, there must be some feeding into the pipe. That must be switched off.

You must have a pretty big irrigation system. If there is no real pressure in the flow just be paitent. May take overnight but I doubt it.
