All mayor railway stations and the airports have change offices, often run by a bank.
They charge the same as most of the banks do, a basic fee for the transaction and a little profit on the money they sell you.

In town you will find small change offices that claim not to charge a fee.
That is right, but they take a much bigger profit on the money.
If you want to change a small amount the 'no charge' exchange places are cheaper, but if you want to change $200 you will be better of paying the fee.

But the best way to get your money is taking a bank card that you can use in an ATM.
Often you will pay a little fee each use, but it will be cheaper than you pay in the exchange office.
Check with your bank that your card will work in Europe, and how much for each use.

Take your credit card if you have one, if only for emergency use. (Make sure you know its pin-code, they get used more and more in Europe.)
You can use it in an ATM too, but mostly the charges will be higher.
But ATM exchange rates are so much better that you might pay the same as when you bring dollars and change them.

Small warning, American Express cards are the least liked in Europe, Visa and MasterCard are better to use. (Cheaper for the shop owners.)

You will get a better exchange rate if you go to a bank. The train stations and airports are less likely to give you the current rate of exchange. If you are military, you should be able to get a decent exchange rate at the post finance office if they deal in currency..
