not necessarily. from my own experiences, i get up extra early to avoid being late, but then things always happen that aren't of my control. my daughter gets to preschool and has an accident so we have to change clothes, my other daughter has a hard time saying goodbye, i forgotten to set the house alarm...the lists goes on and on. you just never know.
i don't think it's means they lack responsibility, but maybe planning. still, no matter what i plan for, any number of things can occur that changes the entire plan.

if someone is always late, it means they are always late.
it would help if you talk to them and document their reasons.
people put too much meaning on things and usually they start judging based on that..... you'll be surprised what the real reasons are.

I would probably guess the person is either disorganised or they cant say no so they are too busy to keep up with their life/ commitments
