The statement isn't very precise.
Fear is the response to something you perceive as a threat against your need to stay physically safe / keep your self image intact/ keep your image or knowledge of your surroundings intact.
When intoxicated or in a psychosis people may feel waves of fear going through themselves. Intense but groundless: without some specific situation, which triggers it. That can be intensely terrifying.
In other situations like coming up for a boxing or karate match or a parachute jump the fear may be pleasurable & would mean total alertness and aliveness.
In therapy client may start with a generalized kind of fear,which is stifling.
After cathartic sessions they may be able to experience the full scale of emotions again: anger, fear, love. That feels like liberation: aliveness, being fully open, fully able to respond to the world.

The statement suggests that there are other (more or less) terrifying feelings. I don't know of them. This might be a misunderstanding.
E.g.:When I get very angry I may fear that I will hurt the other party.
In that case I foresee the nasty consequences of a possible lack of control. I am NOT terrified by an emotion.

My partner and I rarely argue, but thats not necasserily a good thing cos things get pretty bottled up and then when you do argue they tend to be a bit serious! Fear is terrifying but productive.. gets the adrenaline going and great things are achieved

That's not true. To quote the show COPS, "fear is what keeps you alive".
