On August 8, 2005, President George W. Bush signed the Energy Policy Act of 2005. This Act changed the time change dates for Daylight Saving Time in the U.S. Beginning in 2007, DST will begin on the second Sunday in March and end the first Sunday in November. The Secretary of Energy will report the impact of this change to Congress. Congress retains the right to resume the 2005 Daylight Saving Time schedule once the Department of Energy study is complete.

The time change back to standard time will happen Sunday morning at 2am. So Saturday night, set your clocks back an hour so they'll be ready on Sunday morning.

The difference in the law is that this is happening on the 1st Sunday in November (Nov. 4th) now rather than the last Sunday in October like it has in prior years. The spring time change is also changed to be 3 weeks earlier now than previously starting in 2007.

It has caused problems for several systems that were programmed using the old rules and might have already changed back a week early. Hopefully things like your PC and other devices are updated so they are correct with these new rules.
