Good Question. This is no different then starting a business that would require a store front. The only difference is that your physical presence isn't needed.
You should start by wrtiting out a good business plan, then use some of the great products offered by the Small Business Administration to help you succeed.
Also you should have a good financial backing, because the internet contains millions of business' you should condier what makes your different and have the ability to advertise, not just online but in local newspapers and TV.
