It is one of the post-Civil War amendments. It basically states that the National Government will see to it that individual states cannot violate a person's rights to due process of law. There are other provisions, such as creating birthright citizenship, but the first explanation is the primary focus of the Amendment.

The amendment provides a broad definition of national citizenship, overturning the Dred Scott case, which excluded African Americans. The thirteenth ammendment sets all slaves free. But the fourteenth ammendment says that all blacks are citizens of the united states, and gives them all the rights that come with being a citizen. This ends any unruly acts such as the Black Codes in the south.
