Yes. Bill Clinton was elected President and had only 42% of the popular vote in 1992.

If there are three or more candidates running for a particular office, the person with the most votes wins, but the third party candidate might take enough votes so that the winnier is under 50%.

Yes and no. Since the electoral college is still around the president could win by that but in State and Local goverment it is based only on the popular vote.

The electoral college vote is the one that counts.
