If your doing video editing, there is no way to find a budget laptop...what IS your budget? I suggest one of the apple computers....whether its a laptop: macbook or macbook pros(best)....or just one of the new intel machines....I dno't do video editing on a pc/windows system, so i can't tell you what is best in that arena....most industry pros are using macs though, that much I know!
All of this depends on WHAT video editing software you like to use. YOu'll need a min. of 4GB of ram....LOTS of space, and two hard drives...one for apps, one for video projects.

The best computer for video editing unfortunately is not a budget computer (mac) now you might find a used one that might be within your budget, then you have to account for the video editing software, that some times exceeds the price of the computer. I have used HP's to edit some videos, using firewire external hard drives, but the price of the software I used far exceeded the price of the laptop, and it took a long, long time to render the video.

Budget laptop & Video Editing are an incompatible concept.
You really need a good processor and plenty of RAM to do the job your suggesting.
