It means that you have to watch your enemies more than your friends because they are out to harm you. Something like that.

well keeping your friends close is obvious, if they are your friends then you want them close because you get along and care for each other. if you have enemies they say to keep them closer, because they are the ones that will stab you in the back when they get a chance and you should watch them closely being an enemy so as soon as they do something or are planning something you can nip it in the butt right away.

The closer you can stay to your enemies, the more opportunity you have to watch what they do, what they are plotting to do, etc. For instance, if someone doesn't like you at work and you think they are doing or saying things behind your back, it's better if they are in the next cubicle so you can overhear, rather than somewhere else in the building. It's not just physical distance, either, you need to stay in some kind of relationship to observe them as well.

I think apart from you can keep an eye of your enemies being close to them, it also means your enemies think you are their friend? So you can learn and understand them and when timing is correct, you know all of their weaknesses and attack back? And yeah, attack them when they are least expected as you are their 'friend'. Trying to think of an example from a film, but nothing springs to mind.

hum not sure if I heard that one before, but If I had to take a wild guess I would say...Keep your enemies closer as in watch out for what they do, and their attempts to harm you. Dont quote me on that just guessing

It was a war tactic, meaning you can't keep near your friends because multiple people in one area is an easy pick-off. Whereas, the enemy is looking for you a distance away. They won't think to look directly behind them for you...
