Lola has the right idea, home centers also sell fake rocks that go right over them.

Get some lattice from your local lumber yard and build a 3 sided box to cover the side visible from the street just high enough to the top of the boxes. Then plant some clematis, it comes in pink, purple, I've seen white too. It will vine up on the lattice work and hide the boxes.
If you're real industrious, put a hinge on the back side to close it in but still make it accessible. Paint the lattice work white. Even without plants it will reduce the visibilty.

Dear Mose's new friend:
This can be a tricky situation. Check with your local utility company because they generally do not allow plants and/or structures within a certain radius. If you like landscape grasses, Mose suggests planting a few maiden or variegated grasses (they come in all different varieties) around the boxes. These plants are hardy, tall, and grow quickly so they make for an excellent buffer around these boxes. When planting these grasses, try not to make it obvious that you are intentionally trying to hide the boxes. By planting some smaller perennials and grasses in front of the larger ones you can make it look natural.

Hi there,
It's good to buy some books about landscaping before contacting a specialist/designer (very expensive btw). Look also for A good site with ideas and tips. This is one I found: http://www.downloadita.it/r/rd.asp?gid=418.
Cheers.

check first with the electric company to see how far away any decoration needs to be ..... both for your safety and for their convenience.... your safety, so that you don't go digging up any power lines and their convenience because if it's in their way, they're allowed to rip it out.....
check around the area where you live... what have other people done with theirs?.... nothing?... so should you...
