The universe just is and physical laws exist whether seen or not.
Mathematics was created in an attempt to explain or at least interpret and discuss these laws. Other languages are are not particularly useful for this.
The first well developed branch of math was geometry and it was developed in ancient Egypt as a means of redrawing property lines after the yearly flooding of the Nile.displaced or covered the property markers.
Some maths are still being invented, others already invented are still waiting to find practical application, but all come from uncommon creative minds.
(I usually believe that mathmatics exist with or without people, an aspect of the universe we csannot affect although it obviously affects us .)

Math is essentially discovered and every intelligence in the universe would re-discover the same results if they would start from the same axiom system and use the same logic.
However, since both axioms and logic are fairly arbitrary choices and an exploration of all possible versions of mathematics is impossible, human math does not have to fully agree with e.g. Andromeda math (assuming there are alien mathematicians there).
So this is substantially different from the discovery of the laws of nature which are unique (at least within the same universe).
Having said that, most mathematics starts out with observations in the real world. Sets, groups, algebras, calculus, topology, geometry, number theory etc. ALL have important physical interpretations and implementations. So all the math that maps at least partially on objects from the real world will be very similar (although not necessarily identical) within the whole universe.
You can be pretty sure that a species at the other end of the universe which understands Newtonian physics also knows how to integrate ln(x). Whether they care as much about the four-color theorem as we did, is an entirely different matter.

Math was neither created nor discovered, Math just "IS". From the Big Bang, to the creation of the planets, to predicting the weather, math defines and describes every natural process in the universe.

Because all the symbols and rules where designed to make math usable for nature. + means addition but when it was created, it could have meant multiplication. Nowhere in nature does it state that + has to be addition. Also, if it were discovered, then math would affect animals everyday, but animals dont use math, they just use instincts.

Maths cannot be created.
One can create mathematical proofs, but you cannot create the underlying truths! Something is true or not regardless of whether someone discovers and proves it.

MATH HAS EVOLVED AS MAN HAS NEEDED IT. CALCULUS FOR INSTANCE WAS OF NO USE TO ANYONE BEFORE NEWTON AND HIS FAMOUS LAWS MADE IT NECESSARY.
