When inspecting a home, is a home inspector required to turn on the furance or boiler to confirm that it is in working condition? Are they required to test for Carbon Monoxide exhaust during the inspection?

Most will turn it on if there is power. A CO test is not normally done unless requested. If it is not possible for him to operate the heating system, I would put a clause in the buying contract that money be held in escrow to cover any repairs needed.

most home inspectors have a claus in the contract stating they will not move or disturb anything not directly related to the type of inspection they were hired for, other words if the furnace is blocked by hosehold items he is not responsible to inspect it or if the unit is not turned on say because it is 90 degrees out. cm tests are an additional charge and have to be requested.

Depending on what the regulations are, but a good inspector will.
