This is my friend, he created a website to help people get better gas mileage and where to get cheaper gas..tips and stuff.

Anyways is this legal to hold signs like this in public?

Yes, it is legal.
1st amendment is pretty broad. [1]

If he is on private property without permission and refuses to leave, he could get in trouble. If he is standing on a public sidewalk holding up the sign, he is well within his rights.

He is allowed to hold up the sign on public property, you can't trespass on private property. He can stand on private property if he gets permission, other than that enjoy the sign holding.

I would guess he is trespassing on Chevron's property.
I'm sure that some lawyer could find some reason to have him arrested, if they desired.

If Chevron told him to leave the premises, then he could be arrested and charged.
