Since I had one installed, I would have thought that the problem would be solved. But, to my suprise, it has only caused more problems. The men who are in the process of becoming women insist on using the womens restroom and the women that are in the process of becoming men insist on using the mens restroom. Needless to say, the employees that are not in the process of changing their sex don't want the opposite sex sharing the restroom with them. Regardless of the percentage of change that has been completed.
This whole thing has become a problem. Should I just put Porta-Potties in the parking lot?

I think that is very appropriate descion to make everyone more comfortable. Transgender employees need to have a little bit more understanding that it still makes others uncomfortable. Porta-potties also sound like a good solution.
Acceptance and creating a workable work enviorment is important!

On your original question I thought what a wonderfully accepting man you are... Then the problem arose:

Sweetie, I guess you've learned that you are unable to please everyone.. So, I suggest you get all those people together and tell them that you've tried to accomodate them but there is no way you can determine what each of their personal requirements are... So you suggest they either find other facilities or you will be forced to provide the porta-potties for them in the parking lot. They are probably not going to want to go to that degree of inconvenience and will learn to live with what they deal with.

Alley McBeal had a communal restroom with doors on the stalls.. That may be an idea.. Just provide a single facility with the privacy... one side for males turning female, one side for females turning male.. Gee, it's so confusing because who cares? They're all adults, they all have either had, or working on having all the "private parts" of everyone else, so why should they even care?

I do think a conference with all those concerned would be good.. get them to voice their ideas then come up with a plan that will work for all... get them involved, and don't try to make this strange yet sensitive decision on your own.

Have three restrooms...men, women, in-betweens!

Or you can remodel your men and women restrooms to be a uni-sex restroom with choices...
Women have simple needs...they always sit down and need a mirror to check on their make-up and hair.
Men either stand up or sit down.
In-betweens want to use either (I still have a hard time understanding how a woman in the process of becoming a man would want to pee standing up?!)
Everybody need sinks to wash their hands.

So you would have the sinks and mirrors.
Then, a room on the right with stalls.
Then, a room on the left with urinals.

Lock all the bathrooms and simply suggest that your employees refrain from drinking liquids during the workday.

I think you should just dig a latrine out back and have everyone use that. That will solve the problem.

...simple solution...lock the bathroom with an OUT OF ORDER sign and bring in those portable toilets...problem solved

you need to make a whole seperate bathroom..and put the tag "freaks" on the door...then everyone should be happy.
