I know its easy to think that people just open a program and bam a cartoon is created, but it takes time...most often than not, illustrations are created by an actual person w/ drawing and creative skills. I would consider hiring a good illustrator or designer to help you out.
*GIMP is a free imaging program like photoshop that may work for you...but you still have to be creative and learn the software....no easy way on this one.
Illustrator is a top program for illustration. its a pro app though and costly.

I think that "Triple Threat" has given you a very good answer. Her response nicely reflects a thought that I have been mulling about, on this forum, for many months.
Way too many people have the impression that new software applications can make a person an "instant" artist. It is as they believe that all they have to do is click a mouse and an image of EXACTLY what they want will magically appear on the screen.
It does not happen that way. The computer, and its applications are merely tools that help an artist do his or her job in a more efficiant manner. Before power tools, carpenters and other wood workers created and built many beautiful things. The difference between then, and now, is that the tool still needs a skilled, trained worker to use it properly. A jigsaw in a person's hand does not create a good design. Neither does Photoshop, Illustrator, Corel or Paint Shop Pro.
What you MAY be looking for is some clip art that you can use for illustrating a children's story. This is not a particularly good idea, since andy clip art you can find is likely to have been seen by MANY people. Seeing it in your story will, clearly, tell the reader that you created the piece "on the cheap."
Still, if that's the way you want to go, you can find plenty of pretty good clip art CDs on the racks of most, large, office supply and computer stores. Many of the images are in fairly large format, suitible for printing. These discs range in prices from as little as $5 to several hundred. In some cases, you get the quality you pay for.
Best advice is for you to hire a pro, or, at least, a talented amateur or student.

Free??? Most book authors hire artists do such things. Free?? goodness I dont' think so.
