Go into the Control Panel and click the System Icon
Go to the Hardware tab
Click on the Device Manager button

Scroll through the list of installed items and look for the USB section
Click the "+" in front of the section to expand it to show all the USB Devices
Look through the list and see if you can spot your phone
Right click on it and uninstall the device
Reboot the PC and it will clear all the setting for the USB ports and will allow them to redect the phone.

If you can not find the phone, then right click and uninstall everything under the USB section
Reboot and it will reinstall the USB ports with all the information about the phone cable cleared out.

It appears the phone's driver is not disconnecting from the USB ports properly, so it prevents it from being redetected. Contact the phone's manufacturer to see if they have an updated version of the software.
