It is possible to apply two layers of tint, but it is going to be difficult to get it perfect that way! You can only apply the int to the inside of the windows, the weather will damage it on the outside!

It is possible but would void the new film warranty since the adhesive would be 'sticking" to the hardcoat of the older film. Best bet would be to strip off and replace with your preferred film. There are exterior films usually for security protection and grafitti but they would not last longer than a year or so. Most films have UV inhibitors in the film and adhesive layer; reversing this would cause film to get brittle and flake.
