Well you still have to register to vote, and you can do that when you get your drivers license in most states, so I would say your answer is yes, I can not see the DMV doing background checks to see if a person is legal or not.

NO - BUT, the drivers license is the primary form of identification used throughout the United States. The drivers license is used when you cash checks, use a credit card, apply for credit, in almost every case where an ID is required. Why would we give illegal aliens a driver’s license. Only to win their favor for whatever reason that may be! The drivers license will not allow a person to vote unless the name on the D.L. is also on the voting register (the illegals or a legal persons name); but the D.L. makes them one step closer to being able to vote. Ballot tampering is a known problem (Bush was accused of this in both elections and investigations showed in fact there was a lot of ballot tampering); slip the illegals name onto the voters rolls and give the illegal a drivers license and they vote

No. You have to register to vote. Then you'll get a voters registration card. You have to be a citizen to be able to vote in the states.

"citizen" , "legal resident" and "illegal immigrant" are 3 different things. Being legal doesn't mean you have the right to vote.
