Socialism is where the community owns all property and wealth is distributed by what the community thinks is best. Meaning the motivation is Economic, how money and property is handled and distributed.
What you described is a true democracy, where the motivation is political.
Fascism is where one ruler rules with absolute authority and is supported or enforced by the military, and the will of the state is held above the will of the individual. What you described usually goes along with fascism though.

Socialism Is where every thing is decided by the majority. Mob rule. Everything is voted on. It has failed every time and during the resulting mess dictatorships usually result.
Fascism is a a system that allows private business to exist but all aspects of the business is controlled by the government.
