...they were trying to say that despite the death, and ensuing (...supernatural) disappearance of Michael Myers (...i.e., having been shot six times, point blank, falling off a two-story balcony, and then walking away), his evil essence seemingly lingers about the area, or areas he terrorized, and the terror just might not be over; the shots can also be seen as quick-glimpse reflections back upon the terror inflicted by Michael, as if despite the shots being devoid of people (...and thanks to the music, and Michael's breathing in the background), you could almost imagine Michael in those shots, albeit in the back of your mind...
...I might actually have to see the film, again (...despite having watched it three of four times on AMC, these past two weeks); I don't recall seeing Michael in the window of one of the house shots; if he is indeed there, this only emphasizes the idea, that Michael's evil essence still lingers about, and the horror is far from over...
...I think that it's safe to say that, in the midst of the varied sequels that followed, that latter assumption is pretty close to the mark...
