You hear aging women say their eggs are too old to produce healthy offspring. Are women's eggs with them at birth or are they created monthly as part of the monthly cycle?

They are with them at birth, but they sort of ripen (mature) each month during the menstrual cycle. Yes, eggs do get too old and thus can be subject to more birth defects.

A woman is born with all of the eggs that she will ever have. They are there as early as the genital areas are determined in utero.
Monthly - one (or more on occasion) will then mature and release for fertilization. (Ovulation)

Ova (eggs) are the female gametes (singular ovum)
The immature ova are present at birth.
After a girl reaches puberty normally one ovum matures and is released EACH month.

(Ovulation): The ovum is released to the fallopian tube, and moves through it toward the uterus.
It takes about 5 days to pass through the fallopain tube.
If sperm are present fertilization will occur.

They are all there when the woman is born, but every month one will mature, form a "cyst" and rupture from the ovary.
