ok my work computer is stuck on Eastern Time...Im in CA. everytime I try and put it to western time zome it doesn't stay set. I have windows xp.

choose the tab TIME ZONE by clicking the time on the bottom right hand corner, then scroll to the time zone you want, select it, then click APPLY
call Windows XP ppl @ microsoft or the maker for the computer if that still doesnt work

Try restarting your computer and following the same process to change the time. Make sure you click apply-okay.

First off go to Microsoft updates because that maybe your problem since daylight saveings is different this year.

you might have to be the admin to do that
