the answer is no, it is not possible to turn it into a community lot, but you can start a home business through phone and sell stuffs and you can buy community lots through phone and computer and you can start another business like restaurants,boutiques, etc..

To make a residential lot a community lot, you'd have to bulldoze the current lot and rezone it.
With 'Open for Business', you can open a home-run business on your residential lot, but that doesn't make it a community lot.
