All the Hans and Joons I know are boys.

Depends on the society they were born into. Usually Han would be the given name (first name) and not the surname (last name), but it might not be that way in this case. Joon might be the given name (and Joon is usually a girl's name) and Han the surname. With Seob being the second given name (middle name).

Edit: According to everyone else I'm wrong about Joon being a girl's name. I've known a few girls who go by that name and spell it that way, though.

It's a Chinese name because Han is Chinese. It can be both.
