i have a 95 kawasaki zx6r with 14k on it and after its warmed up it wont rev above 7K and just goes back down to idle slowly. what could it be? i was told it might be the carbs, if so how much will it cost to get them cleaned?

fuel and air filters are good, no blockages anywhere.

Might be time for a valve adjustment if it's never been done before.
Just to check the valve clearances is less expensive then diving into a carb clean, when it might not even need one.

Since it is slow to come back to an idle, I'd be looking for a vacuum leak either between the carbs and cylinder head or any other vacuum lines that may be present. You'll be able to recognize them as small rubber hoses that come from the front half of the carbs. Syncronizing the carbs isn't the problem, if they're out of sync it'll run rough at idle and get progressively smoother as you open the throttle up. Wide open throttle and out of sync carbs aren't going to make a bit of difference.

the carbs plug on the idle jets not the main the main jets are in use at the higher rpms .. id suggest checking the air filter and the fuel filter for starters then id be checking the carbs and plugs

You might check for vacuum leaks also. Likely places are around the carb boots and any vacuum hoses, such as ones leading to gas tank petcocks.

Check for air filter restrictions, and for any blockages in the air intake as well.

Obama's tries to distance himself from Wright are incredibly fantastically lame - as nicely as fantastically late.

well to clean them they gotta be removed and they shuold be synchronized when removed. 65 dollars to synchronize and about the same to clean. Little over a hundred in my shop.

Make sure you check your fuel!
If its old it could ve turning stale and that maybe the problem.
