I'm looking for what to use to draw on converses without it coming off or smearing or anything.

A Black sharpie marker be careful though if you touch it while it is still drying it wil smear. Also after a while the shapie starts to fade so you might have to touch it up every now and then.

Any color of sharpies are best. My best friend took pink Converse and a black sharpie and had everyone sign her shoes. It looked REALLY cool when she was done, and it stayed on for a really long time. Actually, it's still on there. :]
