Can you imagine what it would be like trying to keyboard if all letter set differently for each model?

its made so that you can optimize time while typing.
The order is so that in your language, its faster to write; less hands moving. Both hands are used for each words..

The order is not the same in true french keyboard (AZERTY) and english keyboard (QWERTY), which mean the top line starts with letters qwerty.
