Depends on which story line you are referring to. If you are talking about Rob Zombie's Halloween it seemed like he didn't want to kill her, he at first wanted to reunite with her or whatever, but that backfired when she rejected him. In the original Halloweens after a few movies you find out that he's evil and for some reason is driven to kill everyone in his family. Some crazy cult is driving him or something.

he wasn't trying to kill his sister he was just wanting to find her.
michael younger sister and his mom where the only people he cared for. but she was scared of him and kept runnig away so he had to chase her so he could let her know that she was his sister.

She always treated him so badly. He got really angry at her when all she wanted to do was hang out with her boyfriend instead of taking he trick or treating because she thought he was too old for it.
