Go back to your doctor. It could be a thyroid problem or hormone imbalance.

If your doctor says your not pregnant, chances are you're not. Lots of women have irregular periods. I'm know women who have had month long cycles and women who have had no period for three months. Some times our bodies just have hiccups, sometimes they are indicators of an underlying issue. Make a new apointment with your doctor, make sure your annual check up has been done and address the issue with a professional. It could be that your body is just in flux, it could be a cycst or endometriosis, better safe than sorry.

If you've been doing the nasty without protection, and the "rhythm method" doesn't count as protection... ;) Yes, you theoretically could be.
Or, You could simply be "late," since it's only been less than a week - and you've done two tests..
By PMS, you mean Pre-Menstral Syndrome...any woman from start of menarche to it's end can have it.
If you were referring to menopause...sorry lady, but I've heard of teenagers going into menopause as little as 2 years after their first period. Since I'm assuming you haven't had kids yet, and want them, hopefully this isn't the problem (and the probabilities would be that it likely isn't).
As another poster said...just relax and it should come.

If your period doesn't show up in a few days test again. If it still comes back negative then I would say you aren't pregnant. Sometimes your systems gets thrown off and its normal to skip your period for a month. When my daughter was 8 months old I didn't get a period for 2 months I was so freaked out but it turned out that I was just stressed and thats why I didn't get my period. Good luck!!!

It could be that you are just stressing over it and that's why your period hasn't arrived!! wait a couple more days and test again!! if it still comes out negative go to the dr and ask for a blood test!! I know a girl who the urine test wouldn't work for her and she didn't find out for sure until she was 6 months and her stomach was already starting to swell! Maybe the urine test don't work for you either
