It never happened. It is one of those false facts which many people accept as true without understanding what really happened.

First, by the early 5th century AD, the garrison in the Roman province of Britannia was not made up of Roman troops. The original units were mostly auxilliaries drawn from all over the Empire; at first replacements for a Spanish cohort (for example) would be brought from Spain, but this became more rare as time went on. Eventually, replacements were drawn from the local population, so by the 5th century even a "Spanish" cohort would be made up entirely of local Romano-British men.

When the Empire started to collapse, many elite units (mostly cavalry) were gradually withdrawn to help the field army. Garrison units were simply forgotten about and left to look after themselves. When pay and orders stopped coming, the men simply went home and disappeared back into the general population.

vandels, visigoths and mygars...the barbarian incursions threatened actual borders with Rome itself. Rome just couldn't support their army in Britain. This was due to the fact that it had spent money and given up land trying to appease the unappreciative visigoths. The visigoths were on the run from the huns. They felt it the right thing to do to demand land and money from Rome. The few times the Romans said no, they burnt roman cities. Rome could have taken care of that problem, but decided diplomacy was the best path[[yeah, stupid]].
