A - Germany was surrounded up until the Russian October revolution of 1917.

B - Britain had the largest navy in the world at that time.

C - After the battle of Jutland the German navy never ever put to sea as a fleet until they went to Scapa Flow to surrender in 1919.

A) Germany did not have access to any other places, that was the point of the blockade.

B) Britain had the largest Navy in the world, they had more ships and generally better commanders. Also, German only had a very short coast line, and a narrow outlet to the open sea.

C) The British Navy did not sail around "in little bits" They had picket ships monitoring the German fleet, and if any movement was detected the Home Fleet in it's entirety would intercept it.

Read up on the battle of Jutland, that was the one attempt the Germans made to sortie their fleet and break the blockade.

A) As a landlocked nation (mostly) surrounded by enemies, there wasn't much else to get resources from. That's one reason Hitler made such a point of conquering neighboring countries with natural resources in WWII.

B) Germany's access to the sea was from a very small area, and Britain had a large navy. Also, there were other nations involved and Germany's trading opportunities were narrow.

C) They tried. The British had to separate their fleets to make sure German raiders didn't sneak out (or supplies sneak in), but read about the battle of Jutland to find out how things went wrong for the German fleet.

Britain had the most powerful navy in the world and the Germans had to try to get past it whenever they put to sea.
They only fought one major battle , The Battle of Jutland, which saw the sinking of major ships on both sides.
It was an indecisive battle but the Germans lost so much tonnage that they never came out to fight the British navy again.
They found it difficult to get supplies overland from the south and east because that way was blocked by Italy and Russia.
