I don't know what parks you have visited, but a theme park which hides its primary characters becomes a major disappointment to the kiddies, which, in turn, makes the parents miserable! No theme park wants to see that happen!
I have never had a problem seeing virtually any major character in any theme park! As a matter of fact, in, arguably, the most popular one (BTW, "bravo" for not using/advertising the parks' names!), it was easy to spot the primary character in each "habitat" (e.g., you see a "cowboy" version and a "space" version within minutes, just by walking to a different section of the park!).
Since there are more secondary characters than primary characters, it is easier see more of the former than the latter, thus, you might be led to believe that the latter are not as visible.
Unfortunately, these days, there are an increasing number of rude and violent people (I actually saw one mom push away a group of pre-teens who were getting their picture taken with a primary character! Security took her and her family away almost immediately, kicking and screaming (I have absolutely no idea where the "cops" came from so suddenly!)), so the more popular characters have to be "protected" with escorts (in this shocking example, the escorts were outnumbered by the masses; the primary character stayed in character throughout the incident! I'm not sure what happened to the kids who where pushed away, but, no surprise that they were crying throughout the absurd incident!).
All theme park characters are given plenty of breaks (it gets awfully hot in those costumes!), out of sight from prying eyes (what do you think would happen if a kiddie saw a favorite character takes its "head" off?). Naturally, another actor takes over the role. Also, keep in mind that the primary characters are usually the more popular ones, so they will get their picture taken more often than the others, which means that they tend to stay in the same spot for a relatively long period of time. However, the "rules" are that all characters have to "mix and mingle" throughout the park, except, of course, where their counterparts (i.e., the cowboy and space characters mentioned, above) might meet, such as at the adjoining points between the park sections (nobody wants to confuse kids by seeing two of the same character!).
So, even though it may be simply a matter of being alert, and, sometimes, being at the right place at the right time, you should have no problem spotting your favorite characters (of course, if you're doing nothing but eating and souvenir hunting, then you shouldn't be surprised that you don't see as many characters!). ;)

Someone figured out that it's easier to have designated spots where people can meet their favorite characters. It makes it easier because (a) now park patrons can't complain that they didn't see their favorite characters, and (b) they can control the environment in which the characters are seen -- makes it easier to make sure they get their breaks when they need them and to set up a system where people aren't "cutting" in line.

The one's that play the major one's make more money - so the management wants to keep their hours down - face it, they work part time w/ no benefits.
