If your workplace has a code of ethics that they inforce about fraternization between employee and employer or boss, then you should tell the president of the company but if they are the one sleeping around, then you have to ask yourself is the employee getting more priveledges or perks BECAUSE they are sleeping with the boss, and not because they are a good employee. If it is the type of relationship that allows the employee to be favored in ways or allows them to bend the company policies simply because they are sleeping with the bosshog, then you should call the labor board in your area and let them do some investigating. It could be just sex, but if it is a ploy to get a raise or whatever, then you should go way above the company's head and report them. Everyone deserves to be treated equally.

Depends on what else is going on. Is that colleague getting all the lush assignments? Is s/he being promoted, selected for overtime when s/he wants it, not being made to work overtime when s/he does not want it? Et c.
This can very easily turn into a hostile workplace claim, which employment lawyers turn into money for you and themselves. Call the county bar association for a referral and see what you can do with this.
