go into IE7 click Tools - internet options -advance tab
scroll down and click restore defaults
scroll up and tick the instruction to empty temp files when browser closes
scroll up and disable phishing filter

Aren't ppl great. Anytime you ask an IE question they start telling you to dump IE and get firefox. Isn't that helpful. Firefox is only as good as its plugins. It doesn't even play MP3's out of the box, you need a plugin.
Anywho, it could be your startup page as some people have stated. But, you might click the windows update button on your start menu. It loads IE but I have seen it work where as the IE icon does not. Sometimes that fixes whatever the quirk is.. If there are any updates on the webpage you should probably install them.
You should also use a place like housecall to scan your computer for problems. Although, they may not catch all the possible errors since vista is so new.
You could also try running the IE setup again and telling it to repair. Sometimes this works and sometimes you have to uninstall and reinstall. uninstall may not work since it is a new computer.

Check For Updates from Microsoft.There should be a link in the start menu...
Or If you are using a firewall or similar program,
U may need to check that it is not being blocked.

When was the last time you did the following, check for viruses, check for spyware, clear out your temporary internet files, defrag the computer.

Right click your desk top icon, click properties, click the advance tab and click reset, follow the prompts then reset your home page and reconfigure your add ons.
If this fails then take it back to where you got it.
