These fall into the loose category of Alternative/Indie:

Val Jester by The National
There is a light that never goes out by The Smiths
Hope there's someone by Antony and the Johnsons
Black Dress by Kisschasy
Summer Skin by Death Cab for Cutie (not the saddest, but it has a sort of wistful atmosphere)
Hurt by Nine Inch Nails (Johnny Cash also did his own version, which has a haunting film clip)

Hope these are to your liking, excuse my essay here, but I'm into sad songs.

Far Away - Nickelback

Beautiful tune, beautiful lyrics. Very sad, though with an element of hope. I'm afraid that I haven't heard any of the songs from the bands you listed, but I hope this isn't too out of range. =)

"Fire on the Side" by Tori Amos's first band, Y Kant Tori Read. She has an incredible way with words. She can twist them and play on them without being so obvious--in fact some can even be harder to figure out. (This song speaks of what it is to be the mistress to a married man.) If you like it, you should also check out some of her other work. ("Silent All These Years" and "China" come to mind, but there are quite a few others.)

Brad Paisley - Whisky Lullaby

He Stopped Loving Her Today" by George Jones.
One of the greatest and saddest songs of all time.

Though they are not from your mentioned singers or bands, they are great.
