can i use this DWELL-TACH-POINTS meter to test my motorcycle battery?

sure you can trade it to a mechanic for the test most of us will do it

A fully charged 12 Volt lead acid battery measures about 12.65 Volts DC. But that doesn't mean the battery is good enough to crank your motorcycle or car engine because it may not deliver the required number of Amperes (current) under the heavy load of cranking an engine. So you need to do a "load test" on the battery which really means you crank the engine while reading the battery voltage at the same time and make sure the voltage doesn't fall below the minimum voltage needed to power the ignition, fuel pump, computer, etc to start the vehicle (usually about 9.5 Volts DC). So buy yourself a Digital Multi-Meter (DMM) from Sears so you can measure Volts, Ohms (resistance) and Amps (current).

No that tool unless it also has a voltmeter is for adjusting ignition points.
