to be an actress you need to take as many acting classes that you can find. but do your research and make sure that these acting coaches know what they're talking about, because alot of times people will teach you things that will definately not get you any jobs. audition for plays. when you have a substantial amount of work on your resume, and you think that you are ready for an agent, then get some good quality headshots and submit. the legit talent agencies will be listed on sag.org
to be a model you need to be at least 5'9" for an agency to even look at you. forget everything that you've heard about kate moss only being 5'6", she's an exception to the rule, and we cant have 50 million exceptions. some agencies might let you slide with being 5'8" or 5'7", but if you plan on doing any runway or editorial modeling and your not 5'9" than forget about it. you also need to have measurements that are at or around 34- 24- 34. as a model you need to make sure that you measurements are on point, because in this industry even if you're only an inch off, and you're still a skinny minnie, they will tell you to your face that you are too fat. and believe me, they will use the word FAT when talking to you or someone else in the agency. now if you think that you match the standards and can take the criticism then you can submit some pictures of yourself.
unlike acting, you do not need a professional headshot for your submission. all you need is a few simple snapshots. have someone take a few pictures of you standing in front of a plain colored wall. you will need one close up of your face, one picture of your entire body, and possibly even a profile shot. make sure that you arent wearing any makeup or jewelry, and keep you hair pulled back, and out of your face. in the pictures you should either be wearing a bikini, or jeans and a form fitted shirt. you dont need to wear shoes for these pictures, but if you choose to then I would wear some simple heels (but that isnt necessary). the agencies that you should really think about submitting to are Ford, Wilhemina, Elite, IMG, DNA, 1 Model Management, and Trump Management, because these are some of the best agencies for women. of course there are more good ones that fall into this group. I didnt post any websites, but if you go to www.models.com, you can set up a FREE account, and get the websites from there, as well as post you pictures and see what the industry professionals on that site have to say about your look. but if you are really young you need to ask your parents for permission, of course. And I know for a fact that this website is legitimate. if you do choose to go on this site, be aware that the professionals on the site are a no nonsense group of people, and like most people in the industry they can be very cutthroat and condescending.
and please do not listen to anyone when they tell you that you need to take classes to be a MODEL. modeling doesnt have the same process as acting. you cannot be taught how to model, and EVERY "modeling school" out there is a scam.

Your good answers are those which encourage you to take classes and get into plays.. Your bad answers are those who suggest you look for auditions, an agent and those who say you can do anything you put your mind to. Wrong. You have to have outstanding ability and the right kind of looks to be successful as an actress and model. Everyone with such a dream should start with a serious reality check!

You can do a drama course at a performing arts college or college.
You could also investigate getting experience by signing up as an extra. You can be stood around all day but you get paid.
Might be an idea to get involved with a local theatre group to find out if it lives up to your expectations.
Good luck

You need to draw up a C.V. with a photo of yourself and details such as height, weight.
Then you post it to every agent you can find most of them will get back to you.
Peace of advice the average percentage they will take off you will be 25% any more tell them where to stick it there ripping you off.
