in a situation like this
7.1 x 10-3
7.1 is the same thing as writing 71/10 because 7.1 is in decimal form, so changing it to fraction will be 71/10 depending on the no of figures at the back of the point.for this it is one figure.this will now represent the no of zeros that will be at the back of the divisor.
for 10^-3
you can apply law of indices which says: a^-b
a^-b will be written as 1/a^b
the 1/ is representing the - sign,so the (b) will be the power of (a)
now,10^-3
1/10^3
10^3=1000
which will give 1/1000
combining the answer of both figures
we have 71/10 and 1/1000
71/10 x 1/1000=71/10000
changing it to decimal will give 0.0071.
to apply standard form direct
7.1 x 10^-3
=0.0071
explanation
this 0.0071
now count the the no of zeros,you will take the point to the first figure zero is not included.you will now count the no of times you shifted the point to the first figure.and that is 3 times.the 3 times will be your power which will be 10^-3
then the 7.1 will be the exact figure.you can try this on a calculator.
note:when you are lifting the point to the right the power will have negative sign like your question while to the left it will have positive sign

The negative 3 means that decimal point has to be moved 3 places to the LEFT.

do the 10-3 first, which is 7. then do the 7.1 x 7 and you get 49.7
basically when there are no () around a sum like this do the +or - first then the * /
OOps I mis-read the question is that 10 to the power of - three then ignore me I am stupid :)
