Number one: "I regret that I didn't..." is the one I would choose, because it is in an active voice.
In fact, I would throw out the word "that" and simply say "I regret I didn't..." There, that's better!

Both are correct and established verb patterns with "regret". There's also "regret" followed by the infinitive as "I regret to inform you...".

They're both correct. Answer 1 is more casual and Answer 2 is more formal.
