Actually, I believe the Confundus Charm was first mentioned in Book 3 - Prizoner of Azcaban. (Chap.21) Snape tells the Minister that Sirius Black had used it on Potter, Weasley and Granger to confuse them and make them think he was innocent.
It is similar to Imperius, but a much milder (and legal) form of curse. Imperius is a much more powerful version that turns the victim to a total slave to the wishes of the caster. Cunfundus simply confuses them so they are not sure what is the right answer, or what to do. Could also be called a Confusion spell.
It also appears in the Goblet of Fire, when (the fake) Moody mentions that it would have taken a very strong Confundus Charm to confuse the cup about how many schools there were, so it would produce the fourth name.

A Confundus charm allows the person who casts it to make suggestions to another that they will either believe or carry out.
In PoA, Snape and Fudge think Harry Hermione and Ron were Confunded by Black to think he's innocent. In GoF, Barty Crouch Jr. Confunds the Goblet of Fire in order to get Harry into the Triwizard Tourney. In DH, Snape uses the charm to get Mundungas to suggest the multiple Potter ploy, and Ron uses it to pass his driver's exam.

It confuses the victim. It was also used in the 6th book by Hermione during the Quidditch try-outs.
