First Spouse is now in use.
It's already been covered in Congress when they passed the new coinage bill. They make $10 gold coins with the First Ladies on them. Until someone pointed out that a man might take that role someday (soon). So it is now the First Spouse Coin.
That is the official title. (Same with Argentina)

There was actually a pretty cute joke about that on this forum a week or so ago. I can't remember who posted it. Anyway it was something like Would Bill's title be "First Gentleman"?
And would the Congress sign it into law making that title official? In other words, would it take an act of Congress to make a gentleman out of Bill Clinton?
My response to him for Bill's title was
"How about Skirt-Chaser in Chief"?
Or maybe just a variation on First Lady, such as
"First Ladies' Man" ?
I'm with you--God forbid!
Let's all vote for Mike Huckabee. Wouldn't it just kill Hilary if another former governor from Arkansas was a spoiler this time? (Sort of what goes around comes around)

Funny question because this would be not simply the unique occurrence of a female married President but also a President who's spouse is a former President. Bill Clinton is addressed as "The honorable" Mr. Clinton due to his status as an ex-president. I am not sure which would have precedence. Given that his previous title was higher then the possible future one, I think they will stick to honorable.
Added: Larry is right also. One set of rules wrote for this sort of thing call for the honorable but current common practice is to refer to him as Mr. President.

well, that was an issue here in the Philippines when Mrs. Arroyo became president We ended up referring to her husband as the "First Gentleman" or FG for short. In the case of Mrs. Clinton being president, her husband can be referred to as the "First Gentleman Bill Clinton" or "Former President Bill Clinton".

In the Philippines where the president is a female, her spouse is addressed as the First Gentleman. Hence, if Hillary wins, her husband will be addressed as the First Gentleman Bill Clinton.

And, if it were Bill Clinton
there would be the option
and NEW protocol to still address him as
Mr President -- for this is a title that ALL former
Presidents carry for their entire lives after service !!

First Gentleman, whether he is or not. An ex-president is always called "President So-and-so", so if Hilary Clinton is elected President, there will be two President Clintons in the White House. They will be referred to as President Bill Clinton and President Hilary Clinton according to custom, so it is not likely that Bill will be called the "First Gentleman" at all.
