I can't seem to find any history on college ruled paper. Does anyone know anything about it?

What is the specification of line sizes, etc?
Where did it come from?

Nice obscure topic, good for a phD in Education I suppose.
If you look at paper that is ruled for school use, you will find that the younger the age of the users, the wider the spacing of the lines and vice versa, the older the narrower. I was using college ruled line notebooks in high school in the last 50's and I suspect it was called that after WWII when a lot more people started going to college with the influx of returning veterins. I have bound journals of the type used for science notes from the early 70's that I found quickly and I suspect they were around before WWII and used as a model. You might contact National Blank Book Company, Holyoke MA 01040 which was the source of mine but doesn't come up on the internet or bookfactory http://shopping.netsuite.com/s.nl/c.ACCT107430/sc.23/.f and ask about history.
College ruling is 1/4" exactly.
