Boy, you got troubles don't ya? Who is opening your official mail?

The photos are usually taken from an angle to get the plate and the driver. They don't care who was in the car, besides the driver, so the other person will probably not be clearly shown.

They are going to send it to the address on the car registration. Nothing much you can do.

You screwed up! The FPN will include a copy of the photo. The photo will show the number plate and POSSIBLY the occupants of the vehicle. It depends upon the camera system in use as well as how it was aimed.

The FPN will be posted to the registered keeper of the vehicle. If that's you, it will be addressed to you and you should be able to handle it without anyone else's knowledge. However if it's addressed to someone else, well, you know where that is going now, don't you?

Forget going to the Post Office. They can do nothing. They have a legal obligation to deliver the mail to the addressee at the address on the letter. Unless you were to submit a diversion order it will be delivered as addressed. Whilst you could put in a diversion order for your personal mail, putting one in for someone else is a criminal act. What's more, the Post Office will send confirmation postcards to the addressee at both addresses about the diversion so they would know about it before it took effect.

You've made your bed, now you must lay in it.
