No-one outside took it. When Armstrong was just outside the door of the lunar module he pulled a lever and a compartment in the lower part of the LM opened and a sprung arm with a TV camera mounted on it came out such that the camera was pointed at the ladder of the LM. Inside the LM, Buzz Aldrin pushed a button to turn on the TV camera, and Armstrong's first steps on the Moon were broadcast to the world.

They had a tv camera in a compartment that opened and focused on the ladder so the world can see Armstrong step on the moon live.

who is I. Armstrong...??? ... I think you mean Neil Armstrong
as for the photo...... they sent a photo crew up to the moon first to set up before Armstrong landed, to take the pics....... Oh, my bad, then N. Armstrong would not be the first one on the moon... but don't tell him, he thinks he was the first !!!
